The Russian aggression against Georgia in August 2008 has made the situation in the refugee camps worse. Many refugees from South Ossetia don't have appropriate shelter yet. The people from Abkhazia lost their hope of ever returning to their home region as Russia has occupied those regions.
They still live in provisional shelters. They lack basic needs. Access to safe sanitation is one of them.
