Development Expertise Center (DEC) is a regional NGO operating in the three Ethiopian states of Afar, Amhara and Oromiya, with a headquarters in Addis Ababa. It targets highly marginalised groups such as the poorest and most disadvantaged women and their children and vulnerable unemployed youths, with a view to making a positive contribution to the achievement of the Millennium Development Goals in Ethiopia. DEC works with local practitioners to build their capacity as well as running programmes to improve the quality of basic education and promote livelihood-skills training.
